If your arc is currently say level 10 then you'd get 7 of those FP back when it levels, and if the spot say offers 4 blueprints you'd gain 5 blueprints. For example if someone has a 5th spot that pays out 5 FP naturally in a 1.85 thread you would first claim it in the thread (might be deleting from the list and reposting the rest, might be saying "5" - depends on the formatting the particular group likes), you would then spend 9 FP to take it in a 1.85 thread or 10 FP to take it in a 1.9 thread. To use it to get blueprints to keep going, when you see someone post a low spot on a building you want claim the spot and drop the reward at the prescribed rate even though it's a loss for you.
